"I don't think either option is good, but the Heart set a bomb on the mayor when I first got here," Aqua points out. "They hurt lot of innocent people that day. So I don't really know what to think."

Neither option is great, but she's worried about how many more people will get hurt for the Heart to make their point. If they hadn't hurt people earlier, she would be a lot more willing to help now.
